About 58 more speed, 49 more agility, 45 more catching, 35 more jumping, 32 more vision, 16 more stamina, 15 more confidence, 16 more carrying, 32 more blocking, 19 more strength, maybe 50 or 60 points in various SAs
then you'll be good to go, budday

A WR doesn't have to have 80 speed, 70 agility, 70 catching 48 jumping 48 vision, 35 stamina, 30 confidence, 30 carrying, 35 strength, 40 blocking and 5 in every SA to be 'good to go'.
Can you at least suggest something attainable before level 40 to people looking for help?
Good advice would be to tell the new player to remember he's a WR and to build a solid BASE for him, which is to get Speed and agility to the 2 point cap (48) ASAP. Focus SP's into speed agility and catching at early levels because they're the base attributes for ANY KIND of WR. Train the others to 25+ before using SP's on them.
That's my advice anyway.
Your suggestion would be a good WR for sure, but not even in the least bit helpful for a level 5 WR.

Maybe if he didn't have so many exclamation marks, he might have gotten useful answers.

It's a solid start. You're pumping the same 4 attributes I'd be pumping. I'd focus more on one than the rest and just even it out a little more later though. Also, I'd have my equipment in just one attribute, not two.
