I have been slow building him and know what a good build is. After his skill points are spent he should be out-punting many level 17-20s. His lower level just gives you a better punter faster with all the extra XP he will be earning compared to level 17-20s. And yes I'm willing to sign 2 year contracts ending on day 40. He's ready right now if you need him.
