We have two WRs with high agility and good catching, but keep getting drops.
There strength's are 10 and 13. Could that be an issue?

Don't know if that's the problem , but you should raise it none the less .

strength helps avoid those pesky PD's when the ball goes right to your WR

I have a strength WR who has a lot of drops this season, but his catching isn't that high yet (low/mid 40s). It does help catch deflected passes though...I catch em all the time.

My lvl 26 WR has been dropping 2 or 3 passes each game if he is thrown to and he has 44 catching, 24 strength and 35 vision.

I have no idea but you are not the only one struggling trying to build a good WR.

Catching increases catching range so you are dropping passes that would have been incompletions

OP, I would suggest cranking your strength on one guy and a different attribute on another to see which one has the most impact.

thanks for the input.
i am actually the GM on a team with two guys that are dropping some. i think the issue is vision. lv 17 and 22.5 vis.

I think it does as my WR was dropping balls left and right but after training on strength the drops have decreased drastically thus far.

i've trained strength from 8 to 19.5 this season and have touched nothing else other than speed and agility, and i havent seen noticable decrease in drops over that time, its been pretty static. But my number of targets is a pretty low sample size.
