Bort's explanation of passing style is that is mostly affects shorter passes, especially those going to a HB or a TE. It affects the shortest passes the most because short throws don't require any loft to them, you can choose to add it if you want to give the target more time to see it and make it easier to hold on to but it isn't necessary. He explained that initially the QB was set to something close to bullet but he found that changing the angle the QB throws at to a value closer to what "medium" is now increased most QB's completion percentage so he changed it to that for a while and then released the option to adjust the style yourself.
Bort also says he thinks most QBs will be better off using medium than either of the other two settings. So if medium is usually the best setting and I am building an offense around short passes I would probably not try and build a guy with really high strength or use bullet passing style. Throwing and vision would be my choice to raise first so that I have the best chance of finding the open man quickly and throwing a highly accurate pass that can be caught in traffic. Quick passes give you less time to read the defense as a QB and less time to get open as a receiver so your vision has to be good enough to spot a man as soon as he starts to get open or your pass might be too late and throwing has a very obvious benefit to everyone.
