I mean really put points into speed, agility, vision and stamina while training tackling and your pretty much done.
You can have a good build by just focusing on those three, but if you want a great build you need to learn how to build your other skills wisely.

It's seriously amazing what people come up with. Honestly, you can't go wrong with Speed, Agility and Vision, so it shouldn't be that tough... especially if you're willing to be patient.

Amen. Lvl ~20 sneaks up pretty fast on you if you still have #'s like 14-20 in certain attributes.

i got a newly made CB in da D-Leagues( http://goallineblitz.com/game/player.pl?player_id=815323 )and i was wondering how to get him to return kicks and/or punts. any suggestions, or is it pointless until you get on a human team?

I've seen like lvl 10-15 CB's with like 24 speed. It seems like a lot of people want to spread out every singe SP over like 5-6 different skills.

i'm on a slow build team, I'm trying to soft build all 3 of those by the off-season then going all speed when i boost, do you think that's too much vision and agility?

Not at all. Soft-capping those three is key. I'm doing the same thing with two cbs. You want to get those three to the soft cap as fast as possible so that you can take advantage of the automatic points you get when you level. I'm not sure that putting all your boost points into speed after you've already hit the soft cap is the best bet, though. Speed isn't that necessary, and by then you might want to consider putting points into your minor skills. Maybe 2 speed/3 minor each level, while training your minor skills until you get them to where they need to be.
