If you read the end of Power Through, it also says "and increases the bonus to break tackles", which is the same thing that is said in Lower Shoulder. So, it seems like it's basically the uber version of Lower Shoulder.
Read the whole thing - the "and" is attached to something - logically - 'and' means both parts of the statement needs to be true.
First you must succeed in power thru [ie roll the dice] before the increased bonus.
In my mind, here are the steps:
1. Defender closes for tackle. (check for diving tackle range, too)
2. Roll for stiff arm - if not successful, move on to 4 - if successful:
Defender Strength/Agility/Vision
vs.
HB Strength/Agility/Vision * Stiff Arm Bonus
3. If defender wins the contested roll, move on to 4 - if not, break tackle.
4. Defender attempts tackle:
Defender tackling/agility/strength * tactics modifier
vs.
HB carrying/strength/agility * Lower Shoulder Bonus * (power thru bonus if successful).
5. If defender wins the contested roll, tackle - if not, break tackle.
It would make sense to me if a stiff arm check happened before the actual tackle check as seen above(if you were successfully stiff armed, then you shouldn't be able to make a tackle attempt, right?)
