Thought you guys may be able to help me with this. When is the cutoff for constructing a new section of your stadium? Does it need to be purchased before the offseason? Or can it be purchased while in the offseason and still be built in the same offseason?

The sections are built during the nightly changeover from the offseason to season 4, day 0. So as long as you purchase it before then, it will be built.

New sections can only be built during the off-season and additional seating in an existing section can be done at any time.
