What type of CB do you think this build is best for. Also what tree would you put custome equipment. Also where do you think he needs to improve. I know he needs more vision.

I'd get his agility up way higher and focus on the shutdown tree. You've mentioned vision, and I'd also say your catching and jumping need another 5-10 each eventually.

get your vision up

agility and vision should be up in the low 30's at least with that amount of speed. You could use some tackling, a little confidence. get catching to like 25. strength to like 25. stamina is more than enough. jumping to 25. and all through that every time add like 1 point to the SA tree. the top ones should all be at least 2 or 3 by level 18 except smooth operator which really only needs enough to add points to shutdown coverage. the first two bottom ones should also be like 2 or 3 by level 18 and the other 3 arent really needed.

QFT. Add Tackling to the list of 'eventuallies,' which you can work on with Daily Training. Use skill points for Agility, Vision and Specials. Don't worry about speed any more, you've got plenty.
