Just comparing speed and agility with both backup and starter, I would choose starter since he has more agility. After you hit the soft cap for speed, more agility is more important then more speed. Safeties need a great deal of lateral movement and quick starting and stopping which can only happen with a high agility value.

Starter on the strength of 50 vision. A FS doesn't need 4 in shutdown coverage at that stage in development.

The both need to get confidence over 20.

The starter doesn't have a perfect build. His speed it too low and strength too high, but he is much farther along.
