I'm pretty unhappy with something I've noticed from my CB - he tends to break on the ball and it goes right over his head. See the following plays:

My build is at http://goallineblitz.com/game/player.pl?player_id=300915 and is currently open - I'm nearly softcapped in all the major CB areas:

Speed 65.34 (16 from equip)
Agility 44.96 (1 from equip)
Vision 43.56 (1 from equip)

Additional stats:

Jumping 20.86
Catching 25.71
Stamina 36.43 (a bit high but he returns kicks as well - after today's game he's at 69 energy so I think it needs to be at least this)
Tackling 22.5

SA: Shutdown 0-0-0-0-0
SA: Speedster 2-2-3-1-1

Is increasing jumping or SA more likely to improve these issues?

The gap between your speed and agility is horrendous, and the jumping is too low for a level 19. It basically looks like you built the typical GLB receiver, with a bit of tackling. And although my SAs aren't too high, neither are your, and the shutdown tree could use some work. For you, I would set priorities as:

1) Increase Agility + Jumping
2) Get some points into the Shutdown SA tree

Another point. If you have him set to be aggressive and go for the interception, that might just be your problem.

I think your skills look fine for now although you will eventually want to get your agility and vision up to 50 IMO and you could use a little more in jumping, but the thing that I think is hurting you is no points in your shutdown SA tree.

No, building a typical GLB receiver is not ideal. You want to outdo them, be better than them, and be able to shut them down. On the flipside, you also need to be able to shut down a running game.

One of the biggest issues is if you go into zone coverage, and need to suddenly change direction to get to the ball. It doesn't matter if you can run a 3.00 40 if you can't turn around.

My speed/agility ratio is about 3/2 which is close to what I thought was the approximate recommendation. Am I wrong?

Looks like you're breaking the wrong way when the ball is in the air, which is usually a vision thing. Maybe a few points in Super Vision?
