Anyone have any read on how helpful this is? My CB's team plays 60-80% man, so I'm wondering if putting any more into the shutdown coverage SA would be worth it (lvl 23 CB currently has 3).

It's good - boosts a few different things together. It wouldn't hurt to get another level or two in it. Though past a base of lvl 4 I'm not too sure about it, as 4 points/level is a bit much IMO.
