Formal definition of Surge:

Surge - Additional Ability
This player hits the hole with gusto when he is rushing. The Surge skill gives the player a burst of acceleration when he hits the line of scrimmage untouched on inside runs.

This skill is important for rushers who run up the middle a lot. It does not help rushing outside.

since it does not seem to be limited to inside runs as described, it made wonder. has anybody ever tried Surge on a eHB?

It seems as though with these being pitch plays using pulling guards, tackles and the like that the line of scrimmage shifts further outside thus making it read differently being my guess. The description definitely doesn't allude to that though with inside runs being there

I have thought about experimenting with it on an elusive built with inside/out tendencies, but would be excited to hear about it being done with success in the instances listed above though

I reported this as a bug back in 2020. Its still Pending, FWIW.

These all look to be inside the tackles or even with the tackles, think that matters?

as long as there is an OL even with or outside where the back is, Bort probably considers it an inside run

If Surge really triggers outside sometimes, testing it on an eHB seems worthwhile honestly
