This is generally how I do it. I start at 51 for my first 2 pieces when I am not real picky on which % gear I'm looking for then finish up later on if I am looking for something specific. Or for certain dots just make the last one or two.
However, the store is meant to be difficult, it's part of the gamble you take.

The longer you wait, the more they tend to get contaminated. Like you'll see the 5% piece you want with a +2 Punting attached to it or whatever.
Also L41 is about the time you need to start doing math for switching down to Light training, if you're doing 4 AEQs. If 4 AEQs isn't happening for you, you can still salvage a good 3 AEQ build, and try again at L51.

There's some sort of trade-off involved. IF you wait until level 72 as one well-respected builder suggested, that gives you almost zero time to adjust your build. If you start rolling at level 41, you're going to get a lot of bad rolls.
I'd suggest taking a few rolls at level 51, and then some more at 61.

I understand how shopping works, the question is more towards the statement you made about shopping at lower level is better quality items. Is there any data that backs this? The rest of what you talk about supports shopping at later levels as well.
The reality is when you shop at level 41 you're going to get less items which in turn hurts your chances of getting something good. You're going to spend more bonus tokens vs some who waits until a later level. However, if you get better items at lower levels than this would be irrelevant.
