Should a manager pay out max contracts to all or just important skill positions? How much does the max contract moral bonus come into play?

You can't afford to max everyone, there is a salary cap so you must pick and choose. Effects are debatable but it makes sense to use it on positions of importance that's morale is most susceptible to going down.
