55 definitely works some. 60 is probably safer.
Keep in mind, hurdle when it "fires" just gives a big boost to your break tackle roll, but it'll still only show in the pbp if it fires and you win the break tackle vs make tackle battle roll.

Hurdle is firing fairly often at 50 Jump on my rushQB at the moment, but for it to really shine - 60 is kind of the gold standard as Wise said. My rushQB will definitely finish at 61 to make sure I get full value from the points in Hurdle.
Also keep in mind, you'll only see it firing when another break tackle skill doesn't fire. The plays where Power Thru shows up in the pbp, Hurdle *may* have fired too. It's unique among the break tackle skills, in that it can fire along side another BT skill, boosting the BT score. The others are mutually exclusive as it simply checks down the line from most powerful to least, until one works then stops checking.
There's a Q&A somewhere that explains all of that ... I'm too lazy to dig up the link at the moment though.

There are really only 6 SA's for RB's that are worthy to get, depending on your build. In each and every instance, max it to 10 and apply the proper atty level to make it viable.

Good point. Scat is a different animal from the other two

I'd even add that Hurdle is mostly used by PHB's... but it's worth considering for Speed and Returners as I am pretty sure there's a Bort post somewhere about Hurdle avoiding diving tackles... the #1 killer of HB's everywhere.
