Part of the SA tree for Free Safety (suspect it's also on the tree for Strong Safeties as well)... so I agree with ZZ and suspect it works for any defensive dot in coverage... even a DE if you wanted to.
There are several SA's that the description mentions a specific position and yet the SA works for any dot... or at least any dot on that side of the ball (offense/defense). Several with actually say it's ONLY for this or that... but there are a few that are ambiguous.

How effective is this SA in your opinion? I've seen safeties use it some and CBs use it some, but rarely more than a few points, I think because it's expensive at the end of that tree and most DBs seem to use their allotment of SAs on the other SAs and can't afford it I guess

Totally depends, 1st of all, on the DC and how they use the dot. I've had players with it that were almost always locked into man coverage and they stuck to their man like glue and I've had players where I would see my guy in zone about half the time. I never complained and I'm not complaining now but, if you're in zone, then Shutdown Cover ain't doin your dot any favors at that time.
Also, SA totally is dependent on quality of build. If you don't have the agility, vision, jumping, ect, ect, ect... then the SA won't save you. It make a mediocre dot better... but not great.
Anytime the question of something "effectiveness" comes about I always think about how subjective the answer is due to all the myriad of connected skills and gameplay (Bort stuff) that effects everything. No two people will experience the same thing with their builds, even if they're pretty close to the same.

I just ask because a couple people I've heard from saying they didn't notice much effect from Shutdown Coverage SA and I'd like to hear from someone who has, to get an opposing viewpoint. I personally have seen the effect of 10 Super Vision on a DB and IMO it seems very effective in what it does, so I tend to recommend that SA. However, I can't recall that I've ever seen 10 Shutdown Coverage on a dot- well, i think I have but too long ago to remember enough to really connect it to any increase in performance. I would be interested to see if someone has a DB with a lot of SC SA how that affects them. You know what I mean? I know that SV works so I recommend it but I don't know enough about SC to have an opinion, but i'd like to know more.

But then you're taking away an INT chance, Avoid Fake or Make Tackle or two.. not ideal

what Ryan said. I'm not a CB expert but you don't want your CB being without AF or MT AEQ (and obviously without INT/Deflect chance AEQ because is a CB you know).
