Gonna bet there is some SA and/or VA voodoo magic working to enhance his speed here. Shot outta o'cannon, IMHO.

High base speed + first step + other blitz SA's + Jump the Snap and all the stars aligned for a fun TFL

You got a link to a working speed script?

then change the URL in the script to glb.warriorgeneral.com
then change the URL in the script to glb.warriorgeneral.com
Thanks for posting that, Ryan! I had never got that working before.
For those who are super-clueless like I was, once you install that script and update the URL as Ryan stated, you have to:
1) be watching replays vertically, so that the players for each team are listed on each side of the replay, and
2) click on the round dot next to the player you want to know the stats for that indicates that player's position in the play, NOT the bar that gives their actual football position. So, the dot you want is on the INSIDE of the player name, closer to the replay, not the longer/wider bar that is OUTSIDE the player name.
You can pause the play and click on as many dots as you want, one at a time, for either team, and see their full stat breakdown for the play (as far as speed and acceleration go) at the bottom of the page.
Anyway, thanks again RC! Now I just have to deal with the issue of spending thousands of hours scouting different dot builds.
