Did you recently sell a different team that you owned? There's a "cooling-off" period that prevents players from buying a new team within a certain time period after selling a team.
Edit: Here's the verbiage from the screen where you sell a team - Note that if you sell a team, YOU WILL NOT BE ABLE TO BUY ANOTHER TEAM OF ANY TYPE FOR 21 DAYS!
