What is it you think is wrong with the Sim?

I want the ability to create my own offensive plays.

There are a number of things I would want to see fixed or adjusted but I would start here..

Adjust the tackling scores so it's more normalized, and not having RB's with 200-300 broken tackles.

Adjust the tackling radius (smaller) to go with the above.

Fix Zone Coverages so that they don't require some specific systematic team design. It shouldn't have taken almost 100 seasons for someone to figure out how to run a successful zone defense. (we're not dense, it's just wonky)

Also - we need blocked FG's, blocked Punts, and Onside kicks.

Without changing the Sim (too much) I would reduce the effect of morale gains and losses for starters. It's close... but it can get SO out of whack and then you get those dreaded 'morale spirals'. I would reduce that a bit.
#2. The passing game also needs adjusted a bit. I'm thinking things like QB vision being better when it comes to 'seeing' an open man or ignoring the receiver when he yells 'I'm Open' despite having 3 or 4 defenders only 3 yards away. Also to see the difference between defenders in Zone and defenders in man-2-man. I swear they cannot tell the difference right now. Lastly a boost to both the effects of strength in a way that adds more zip (speed) to the throws combined with lowering the 'drop rate' for hard thrown balls. Right now I think it's just a bit off. Short/medium throws, even set to high Bullet, never seem to beat a defender to the receiver even if the defender is 5 yards away... and setting max bullet seems to cause far too many dropped balls from damn good receivers with quality catching skills. I don't think nerfing player speed is the answer... just better adjustments to the passing game.

#3, going off of what Pwned posted, I agree with much of it and think it's a simple matter of slight adjustments... not big ones. Some skills had great ideals behind them but as builders learned those great ideals have become overpowered by simply building one skill so high it wrecks the system. Pwned's take on PHB's is a good point on that end. Even the best ever PHB style players in the NFL never broke that many tackles in a season. I love the idea... but it's a bit overpowered.
As for onside kicks, that'd require a pretty big Sim adjustment so I'm a vote against that. I do agree it should've been part of the original design though... but it is what it is and changing it is likely a monumental coding task to add in along with adding it into AI design and changing the whole system to incorporate it in... plus it would have to be SERIOUSLY tested or we could have the bug-f*ck of all bug-f*cks. Would like to see a little more blocks though... especially Punts since in all my many seasons of playing I have never heard of, nor seen even one. FG blocks are pretty rare but at least they happen.

We already have blocked FGs, but yeah, blocked punts never happen.

Maybe add in different plays for punts, both on offense and defense? The rock-paper-scissors possibilities there are intriguing. Do you go for the block, or play back and focus on blocking for your returner? Do you focus on defending your punter, or focus on shortening the return?

Add in more formations. I'd love to see pistol. Two-HB sets could be fun.

Fill out the running plays more. Every formation should have an HB, FB, and QB run for every hole.

Passing plays for goalline formation.

For defense, allow conditional play focuses in the AI. Just because your defense is pass-focused for the game doesn't mean the players can't be run-focused for one play when it's 4th & inches. I'm an offensive guy in GLB for sure, but that always felt like a big thing that defense was lacking.

Of course, all of this is NGTH. *shrug*

As much as I would love this, it would break the sim. Badly.

As Theo said QB vision. It's a joke when someone scream "I'm open" when is not and ends a pick.

#1 Change Ballhawk from Speed/Agility/Vision to Catching/Jumping/Vision

#2 Drastically adjust thrown ball speed upwards, and dial up the Strength factor so there's a visible difference between and 80 Strength QB and a 100 Strength QB.

Oh yeah, #3 Get rid of the loft/bullet slider and make the receiver position trigger the correct type of throw.

Well shit, since we're taking about pure fantasy anyway, #4 also QBs should target the leading edge of the catch radius instead of the middle of the dot.
