Does being at top speed account for a big part of the formula?

Not sure if it is a big part of the formula but its definitely a part of it.. "velocity at impact" was the way it was described previously.. I would say yes

One thing Bort made clear in his chats, he loves his math and physics. So I'd guess it does.

There's also Head Hunter which implies that velocity is always part, but when you're going fast enough HH gives an extra boost

And weight. Fast and heavy does more than fast and light. A 170lb CB is like a bug hitting the windshield of a simi truck... a 260lb LB is like a masonry brick hitting the same windshield. There's gonna be pain both ways but one is a laugh and the other is a cry.
