I forgot to get basic equipment on a player when I built him. Is there any way to add it now?

Go to the Equipment tab for the dot, then click on "Buy New Equipment". Once you choose a color/body part for a new piece of equipment, it should show 0 cost for that piece if you don't already have one. As long as you just choose from the bottom list, of attribute increases, and neither of the top 2 choices, you should get as many of those attribute upgrades for free as you have levels for. Does that make sense?

I think that's right, anyway - I don't have a dot in that situation to test it on.

Pretty much. You can add on free EQ at any time for zero cost.
