why are my players not able to level the rest of tye way to lvl 79?

At age 360 this would mean you missed at least one set of boosts along the way. And the last day of preseason at age 280 is generally when you can make up any missed boosts. I'm not sure how far that carries past the start of the 1st regular season day or plateau (age 281 and beyond) but I would guess that once that season is gone, you cannot make up for any missed boosts anymore.

Lvl is limited with more than 1 season missed boost. If it applies.

Looks like you were away from the game during season 79 and most of season 80. You probably missed those boosts.
