How do we ban users from coordinating for other teams?

trying to ensure Roc only works for me and no one else. Need someone to carry my Cas O/D while Lex pretends to run the STs.

I think it should be limited to no more than 3 teams in the same League and Conference...ok, maybe 4 at the most not including multis.
