Is it worth it to put points into red SAs? It says it gives a penalty but I figure even with a penalty its better than no points at all right?

It depends on the position and the SA. I've had a very good high-level builder point out to me that the first 2 points (and by extension the first 4 points) in some SAs are so cheap that the (discounted) ability they provide is still worth the investment.

I'll add that if you plan to really invest in a red SA, take it to 10+.

Or further since it's getting a penalty I would think that offsets the 'diminishing return' issue of going beyond 10.

I doubt there is a penalty to the diminishing returns over 10. You just get even less with the penalty. Spending a few points to boost an attribute that is high, may be ok. Anything else is probably just a poor build plan. The points should benefit you more elsewhere, especially when you are talking about 30 or more SPs.
It's not a 'penalty' per se but the fact that after 10 you simply get a lot less bang for the buck. My guess is it's something like stacking. You really don't get penalized for stacking... you just get less of a benefit for each time you stack which means if you're spending the same amount of BT's for every AEQ piece you make then making 4 of them all the same would mean you got very little value from the 4th piece. I think it's the same with the 'diminishing returns' thing as well. Every time you raise a SA up another level it costs more and more SP's to do so so that, after level 10, the cost in SP's to push it higher just doesn't make good financial sense )SP usage) and might also even mean that the 'effectiveness' of adding further levels is also 'diminished' as well. Either way, most people don't push their SA's past 10 unless it's like Kickers or Punters (have seen those with 15 in SA's).

I've never had the guts to invest 10s there myself. 4-6 several times.

And my recollection from the post-catch22 meltdown was red penalty was like 40%. I could be wrong and don't have link handy.
