I am torn on where I should go with my PHB at this point. Str is at 99% trained so I will wait until the end to light train it. How much should I spend on speed? Is 140 total with eq a good number? As for EQ I am hoping to make a couple of rolls and land a PT piece. What else could I do with him to make him effective?

I am trying to build a back who can slam through the line when that crucial first down is needed. Would you suggest goal line back?

First...what difference does it make if you roll strength over right now, vs. at the end of the build? It will still end up at the same number.

140 is a good number to shoot for on speed, so that he can still run outside some. If you really only want to build a back that slams through the line, you don't need that much, and you would be better off investing your EQ in Strength/Carrying.

You mentioned a PT piece, but if you want those crucial first downs, you need to get Dive 4 Yards to 10 also. Your EQ would be better spent there because it is at the end of the tree. You need at least +21% Break Tackle, and I would prefer to see 25.5% (triple stacked).

Carrying should already be 80+ right now...I am worried that it is way too low.

IMO...

For a specialized up the gut, first down getter, you just pound Strength and Carry. Like Triple digits in both if you can. Agility is next for acceleration, and it's part of the BT roll. Speed would be the 4th priority.

You could try doing a 3AEQ build, and experiment with a having the +10 REQ slot in Strength, Carry, or Speed would get you the effect you're looking for.

jdbollick had a great powerback once upon a time that had agility around 75. He maxed out strength and carrying and had speed at 140.

Yeah. Like many, I underestimated just how important Carry is to a Power HB. IMHO, it might be as important as Strength itself. So hitting natural 100 Carrying kinda really made a HUGE difference in the quality of my PHB and I'm not sure I'd build another way. But...
