When is the best time to get C/E or does it matter at all in the lower leagues?

might as well get it at player creation since waiting doesn't change the cost

and use RPs for the non refundable parts.

That , and I often also wait till a dots 3rd season for a few reasons:

To see if team he is being built for last
In case of a major building mistake
In case I no longer like the idea I had when beginning the dot
Short on flex

This. Unless you're extremely sure you're keeping those players, or you don't mind buying more flex.

This is better but I take it one step further and wait until I have ALL my AEQ rolled for. They don't have to be completely filled out but I want to have ALL my AEQ pieces in hand so I know exactly what special bonuses I end up with. Now, if you're gonna built ALL of your AEQ, then you already know this and can buy your CEQ as Bane proposes. But if you're rolling for your AEQ (which I do 99% of the time), then it's best to wait until you have all of your AEQ pieces so you know what you need on your CEQ to maximize the dot.

I buy the CE but don't add the bonus CE until I have all my AE since the +6 and SA tree stuff you should know

renting for 5 seasons costs 700 FP (140 / season)
buying and selling back costs you:
900, get 630 back = costs you 270
bonus CE is 200, non-refundable

so 700 FP to rent for 5 seasons vs. 470 to own for all seasons - see no reason to not to get early
