I thought this CB was a good build but i cannot get his pass coverage out of the yellow and into the green please help!

get your agility up to the soft cap as well as your vision after that, well imo at least

I dont know of any level 20's with a green bar in pass defense.

I didn't get mine into the green until level 23. It was a yellow 39 for a lonnng time.
