So I have 2 players. Both the same age, same team, not missed a game (1 missed a seasons worth of boosts) but my hb stopped getting xp in April while my QB has continued to get xp.

Missing those Boosts would do it. Looks like that player hit the rolling level cap: http://wiki.goallineblitz.com/index.php/Boosting#Boosting_and_Level_Cap_Restrictions (A player who's only boosted 18 times stops receiving XP when they hit Level 67.)
