Bare minimum contracts, set for as many seasons as your agents will let you get away with.
You want every available penny going into building out and expanding your stadium until it is completely done.
Hell, even after your stadium is done, I'd still keep everyone on minimum salaries. The Morale bonus from maxing out everyone's salaries really isn't that good of a value compared to what you can get from spending money on season-long Promotions instead.
