Stop selling teams when there aren't enough human players to fill the teams already owned....OR....make it compulsory to pick a human team IF there are teams with need.
If there aren't , THEN be able to sign with a CPU wilderness team

If I want to make a test dot, and don't want to leave that dot's playing time amount up to some coordinator I've never worked with, I should be able to sign with a CPU/D-League team if I want to.

That's fine and they should be confined to D leagues where agents can't buy them. I think my beef is more to do with older dots.
The game has changed somewhat and there are now fewer agents and fewer players and still a disproportionate amount of teams reside.

If it's a test dot, why would it matter if he's being used by a coordinator you have never worked with? What could you possibly learn from a build on a D-league team where a Pocket Passer QB's are kicking FG's and returning kicks?

How would you calculate # of teams available for new rookie teams?

2+2=8-3x... Wait, what was the question?

you can always add leagues, or have a set number of rookie leagues.

Say I try building an uber speed/agility o-linemen (ignoring strength for a long time in build plan). How long is the human coordinator going to let him play o-line, when he gets pancaked every play? At least a CPU team rotates players through their actual positions first (granted, they may play elsewhere throughout the game) based on stamina.

Also, just as a standard rule, GLB should not have the ability to force any human dot to play on a team they don't want to. That point is why this suggestion (or at least the 2nd part of it) will never happen. Limiting the team sales might happen, but why would GLB limit the amount of money they could make by limiting the amount of flex people could spend? Ideal world, they probably wish everybody bought a team and tried to make a couple of players for it.

I get what you're saying. But, I always question the purpose of a test build if it isn't tested against actual competition. You're not going to get the proper results to go along with the test if he's not used.

They need to bring back the wait list for a team at least and then once enough players are created to support a new human owned team, then the next agent in line gets the next team. GLB is still making money this way since you had to spend the flex to reserve the team.

prefer to keep em open if there's a shred of good in them, but did have to edit the title to make it legit

and I'd be for this, although I'm not sure how feasible this would be, because it'd be hard to calculate knowing that a lot of dots retire on day 40

You could release the teams in stages during the off season as the free agent situation became clearer. Supply/Demand

Just keep recycling teams. The amount of rookies has declined and pretty much leveled out at 3 leagues being the maximum needed.
