Why is the Elusive HB better? Because of his carrying potential?

You know, I heard that a rushing FB wouldn't work so bad...
Mainly because of the decreased chance of fumbling. Feel free to argue with this. If Flex is tight, FB > CB.

FBs get screwed in the mvp rankings. catch and i would argue about it and his reasoning is that there are no famous fb returners, therefore they should suck in glb. as if glb had any relationship to real football..

I think HB is better because you can play him offence well because carrying is one of principal skills... I would put WR/CB for punt returns...
I like how everyone in this thread answers HB... when that was not even an option. I'm sure it is for a free player, and HB may not be available... I prefer CB out of the two.

As mentioned above, it's going to depend on your Flex budget (or availability of a Free Player Slot), and you shouldn't necessarily limit yourself to the Returner Archetype.
See, the thing about Archetypes is that people get so wrapped up in the names of the Archetypes. The names are meaningless... they're just names. What really matters are the Major and Minor attributes for each Archetype. If you use some imagination and have a good build plan, you can create some surprisingly effective builds by thinking outside the box on Archetypes by picking an Archetype based on the Attributes it will help you pump, not the Archetype's name.
But let's look at the two you asked about: WR Returner and CB Returner.
Both will give you the same Majors and Minors:
Major: Speed, Agility, Carrying, Stamina, Vision (+.4)
Minor: Strength, Confidence, Jumping (+.33)
Of course, WR and CB will have different SA trees:
WR: Speedster Tree: First Step (bonus!) -> Quick Cut (bonus!) -> Head Fake -> Spin -> Juke
CB: Speedster Tree: First Step -> Change Direction (bonus!) -> Return Specialist (bonus!) -> Blitz -> Closing Speed
(Note: Quick Cut and Change Direction are the same SA, just with different names.)
Both will get First Step, though the WR will get a bonus on it. Both will get Quick Cut with a bonus. CB will get Return Specialist with a bonus while WR won't get it at all unless you select it as your Additional Ability, which I highly recommend you do.
But to me, the difference comes at the end of the SA tree: WR gets Spin and Juke naturally (highly useful for a returner), while CB gets Blitz and Closing Speed (useless for a returner). Of course, you can add Spin or Juke to the CB as your Additional Ability, but you can only get one of them... the other one you'll only be able to get through AEQ or buying it outright with BTs.
So, if I had a free-player slot, I'd go with the Returner WR. If I didn't and I'd have to spend Flex, the Returner CB is a cheaper and still quite-effective option.

Of course, don't forget to think outside the box. In this particular case, none of the other Archetypes for WR or CB make sense to me as a returner, but absolutely check out all the options at HB, also as mentioned above in this thread. Not just the Returner HB archetype, but the other HB archetypes as well. If you can get Speed as a +0.5 Major instead of a +0.4 Major, that's worth looking into, especially if you hit the jackpot and can use your Free Player Slot on that HB.

HB Elusive is the best - if making a HB is out of the question, then WR returner >>> CB returner if you can use your free player - you get FAR better SA's
