Self Explanatory. I didn't find it in the Never Gonna, Frequent, or Epic...

I know it used to be referenced in the Smooth Operator SA (way way back), but is no longer, so I guess there's been some judgement not to go this route? But they are a major part of football.

Go big or go home. Either implement all penalties or get rid of all of them.

I'd rather there be no penalties, as any new ones implemented would be totally RNG. -1

Yup... but not GLB. Here they are about as useful as tits on a boar hog.

Since when did GLB ever have anything to do with football?

I can only imagine the yello rage threads when his team gets called for pass interference on a hail mary then loses on the final play.
