Okay, I never really used this, but I have 2 pieces of equipment, both 2% hold block chance. On my profile though, it says it is only 3%, not 4%. My question is, if I have 2 pieces of equipment that gives me 2%, why do I get only 3% and not 4%?

You get the full 2% on the 1st pc but on the 2nd pc you only get 1/2 of the value of it. Also you should really try for higher % pcs like 5%. The only time you might want the 2% is if it came with an attribute with it making it more enticing.

always 5% UNLESS it's your 2nd piece of same %type, then 3% is acceptable.

This. Why? If you were gonna build a piece, then you'd want the best you can get. The best is 5% bonus to (whatever you choose) and costs 75 BT's. The best skill boost you can get is +3... which costs 50 BT's. So, when rolling for AEQ, you really want to get the 5%... even if it comes with no skill boost. You'll still save a lot of BT's AND get the best quality piece. Here's a general guide for the best quality piece you can roll for... in order of quality;
#1, +3 to primary skill & 5% bonus to best desired bonus (depends on archetype of dot and what builder desires).
#2, 5% bonus to best desired bonus (depends on archetype of dot and what builder desires) with no skill boost attached.
#3, +3 to primary skill with no 5% bonus attached.
#4, +2 to primary skill & 5% bonus to best desired bonus (depends on archetype of dot and what builder desires).
#5, +3 to secondary skill & 5% bonus to best desired bonus (depends on archetype of dot and what builder desires).
#6, +3 to secondary skill and no 5% bonus attached.
Pretty much anything after that is not really worth taking. An keep track of how much you're spending rolling for AEQ. Have a set number to stop at before giving up rolling and building your own piece(s). This will help you keep from ending up with only 2 pieces or, 3 pieces that you can't fully trick out.
