When is the best time to get a jump on next season with losing flex. Is it best to wait till the off season? I'd like to get on recruiting now for Rookie next season.

If it's a regular team, then you can get one season for 450 on Day 37/38 I think

Sooner than ASAP, IMO. You might even start now and consider not building the team until season AFTER next season. The agent pool is pretty damn thin.
