Testers on GLB2 had a flex bank of 20,000 for testing purposes.. It was removed when the game went live.

Edit to add: The flex was only usable on GLB2 so don't get no crazy ideas.

I think he made an account on the test version of GLB2 which you can no longer get to once you clear your cache and that is why it gave him 20k flex.
