If you send a PM to someone and their inbox is full It'd be nice if you received an alert or return PM that states the user's inbox was full and they did not receive your message.

There is no sort of 'full' mechanism. It just dumps the oldest message from your inbox list. It's impossible not to get a PM because your inbox was full.
