Is there a link that provides how promotion works at each level? I'm not fully aware of what makes a team elite vs competitive.

Under What are Elite, Competitive, and Normal leagues? where it mentions "Each season top teams from the Competitive leagues will be promoted to the Elite leagues." that includes teams promoting from Prep Competitive to University Elite.

Pretty sure that there is no automatic "elite" tag, it will be up to the admin that moves the teams to call a league elite or not

The playoff teams from Competitive leagues would all be slated to move up to Elite. But you subtract the teams who request demotion or whose owners let them go CPU, and remember to include University Elite teams who request to remain in the University age group. Unless it comes out to exactly 32, a few teams who made the playoffs in Prep Competitive will probably end up in University Competitive. It's hard to say for sure until the end of Day 41 when Bort processes team movements.
