If I set a dot to run elusively, but have power SAs, will the elusive run setting make the SAs fire less often, or are they completely independent?

The power running SAs are more designed for head on collisions, or close to it. The elusive slider will move your dot in ways to try to avoid these types of collisions. Like, it's hard to Power Thru someone that's attacking you from the side because you just juked them.
However, there is nothing specifically tied to the elusive slider that makes the Power SAs fire less. But... there is a direct bonus to using Spin SA built into the elusive slider. The higher your elusive slider the higher the bonus to Spin.
Generally speaking, if you want to use Power SAs, you should be set to power side of the slider, and use Bruiser VA when you get it.
If you're an elusive runner, use the elusive SAs and slider, with Slippery VA.
If you're going for a hybrid runner, there's probably is a little more mileage to be had by going moderate elusive (+50--just enough for Slippery) stacking Quick Feet VA, and loading up on all of the tackle breaker SAs (Power Thru, Spin, LtS, Stiff Arm). But that is debatable...
