I don't know why but I find this disturbing. First of all that's a huge life decision to make for anyone, especially for a 9th grader. Secondly this puts a tremendous amount of pressure on this kid to live up to his "phenom" label, instead of just living his life as a high school kid.
I know they can see the $$$ signs but schools shouldn't be allowed to recruit until a players senior year of highschool.

Well, I think you forgot that this doesn't tie him into anything. He didn't sign his LOI, so he can back out and go anywhere.
At the very least this should "cut down" on harassment from "most" schools. Notice I said cut down. Other schools will still try to contact him... but not as much as if he were still "open".
