Is it bad for the player's build to start off in a pee wee league?

Not bad, but not very competitive unless you're in a league with other boosting dots.

peewee players are basically built for a 1 season play and then retired but boosting early will get you a small advantage as most teams will catch up a little later.

You can make up the boosts later on. Main thing is to make sure you're building him properly for the long term (which will make him an inferior PW player).

This^^^. To build a really competitive PeeWee dot you'll need to do things that normal long term dot builders won't/don't usually do... like spending ALL your BT's on SP's and not going all out with training enhancements... renting instead of buying CEQ... and more. If you build a normal long term dot, then you'll be "ok" as a PeeWee dot... but not as good as those that are committed to the "one & done" build style.

Almost forgot. PeeWee is a good place to learn some of the nuances of dot building without heavily committing a lot of flex to something that might not work out right. You can get your feet wet and see how the build system works while browsing around the various build forums for insight into the hows and whys. And, when the PeeWee season is done, you can recycle the dot and then really tackle it better. It's a good place to start.
