are there still potential exploits to allowing this--or is this something that used to be a problem but isn't any longer since moving to age-based leagues?

would be nice if teams could control finances better and make small adjustments

Well, since it takes the first 20 or so days of the season for salary changes to reach the full morale boost, I don't see how this could be an issue.

yeah, seems like most they'd get is about 0.5 bonus.

I believe they do, I sent out lower paying contracts last offseason to my dots and they had -0.3 on the offers.

if this is true as well, then perhaps the penalty could be increased (for lowering salaries). Both of these things would be a determent to teams trying to exploit the system... while also allowing the OP's suggestion to work for those who made mistakes with their finances.
