It just doesn't make a lot of sense to limit a new owner to only cutting two players a day especially considering they only have a few days of "grace chemistry". Cutting players should be unlimited or at least 5-10 per day while a new team is under the "chemistry grace period". This will allow the owner to eliminate all the really bad builds who are 900 days old and their effecitve level is already at 0.

If you send support a list of players and ask nicely, they will cut them for you.

i'll +1 this in general simply because most of the possible exploits from cutting/signing dots have been removed/made obsolete, so i don't think there's much reason for the 2-per-day limit any longer.
it also probably makes sense to consider all dots over, say, 520 days old and all dots owned by inactive (red) agents the same as CPU dots when it comes to waiving them.
but in this situation in particular 1)there's plenty of choices out there when shopping for CPU team, why buy one with a bunch of dots you don't want under contract and 2) why, especially, buy such a team mid-season? you can cut all you want during the offseason.
