I had my training at strength enhanced to 20%, and when I purchased the 30% enhanced the % gain of strength only went up 2%.

I am confused, shouldn't that number go up 10% and not only 2%?

It is multiplicative rather than a straight 10% addition.

It means that you're going to get an extra 10% training.

So if you would normally get +50% from a training session, and you've enhanced it by 10% it means you'll get 10% of 50 added to your training session making it a total of 55% (50 * 0.1 = 5)
