Does Bort ever give out extra Free Player slots? Like when he used to give out Reward Points on holidays.

Nope
That being said, most of us have 2 free slots and I wouldn't rule out the possibility for a 3rd sometime in the future. Bort's a pretty generous guy when it comes to freebies.
