What day does training stop and when does it start again?

Stops when you enter plateau (turnover to 281) and starts when you leave plateau (if fully boosted, turnover to 481)

If fully boosted? So level 78 dots at 481 days wont make the cut for training?

You get the training post-plateau no matter what. It's just the length of your plateau that changes.
I'm not 100% on the decline start. If the policy listed in the FAQ is (still) correct you just need 20 boosts to experience the full 5 season-plateau. A non-booster would just roll right into decline (w/ no plateau).
