I'm planning ahead to when my dots will enter plateau and I'm wondering if I will have the additional offseason to accumulate TP or if TP accrual ends strictly on day 280.

If I'm explaining it poorly, what I mean is this:

Day 40 next season, my dots will be 280 days old. Day 1 of the following season, they will be 281. Do I get the extra offseason to accrue? It's the difference for me of 3 AEQ and 4 AEQ per dot.

You will get the 8 days of the off season and the 8 days of the pre-season to train before you turn 281 on day 1. You will not train the night you rollover to 281.

You continue getting Training Points until your dot hits the age of 281 days old. That means the last day your dot will get training points will be when Day -1 rolls over to Day 0. When Day 0 rolls over to Day 1, your dot will hit 281 days old and will not get any training points that day, or any day thereafter.

(I think he starts getting training points again when Plateau ends and Decline begins, but I could easily be wrong on that.)
