In case you wanted the QB to pause and wait for an expected window in a play. I don't see any reason for this not to be there.

It's called adjust your QB tactics. If you want him to wait longer, go less open man.

Great. So now instead of a nice little pause in his progression, he can throw into quadruple coverage instead. Sweet.

a nice little pause?
QBs are already sitting ducks in the pocket, a nice little pause will literally quintuple sack rates.

All across GLB people are complaining QBs are going through progressions too slow, and you guys want to implement a pause in the progressions?
just no

just noSo, I want to try and get my rushing QB to scramble on a pass play intentionally but my only option is to have him stare down a receiver that he hopefully won't pass to and set his tactics to Scramble often and Run often...on top of other purposes like letting a play develop if you see better opportunity for completions later in the play....

I thought the OP was asking for something like:
wr1..wr2..x..wr1..wr2 x being look at no one. But the responses make me think that I misread it. I would love a way to delay a QB for a couple of ticks. Say I see that the defense messed up and both CB1 and CB3 chase the WR1, and no one comes over to cover the WR3 after 7 yards. It would be nice to delay throwing to the WR3 long enough for him to get those 7 yards. Right now, I will use guys that are either not going out, or that I know are covered for the first one or two progressions. But too often, the QB will throw it to those covered guys anyways. If you target the WR3 first, then the throw is too early, and that huge gain turns into a 3 yard pass.

and tactics for that matter.
And that is what he's asking for... a better "progression" system. As a defensive minded guy, even I get why a QB would "delay" or HOLD off on his "progression" for longer than what I see them do now. Perhaps even using the "blank spot" to force a QB into holding his LOCK on a particular WR for longer than .5 seconds... either to cause the defense to shade towards his target... or to allow his traget a chance to COMPLETE his route (especially on those In and Out routes. Cuz right after the break is the best target time and it's not easy trying to set your progressions to perfectly match that break). It's not like he's (the OP) asking for something that EVERYONE will use... just something MORE we can all CHOOSE to use or not. And I'm good with having more options as long as it doesn't cause bugs or problems.

It sounds like the only reason he wants it is to get his scrambling QB to run. Why not just set a rushing QB play? Oh wait, but then people will know he is rushing and you won't get a trick play that works every time.
