They all 3 do different things.
1. Just adds to your catching. If you already have a high number of catching then this is good as it will add more. I do like this on my WRs though. If you have already 80 or more in catching then this can give a pretty big boost if you put 15 in it. Thats a +7.5% boost. Example, if you have 80 catching, it gives +6.
2. Sure Hands - useless, do not use.
3. Poss rec. - Get with OC, it only works on passes 8 yards or less. So if your WR isnt being targeted on short routes then avoid this VA.

Sure Hands is terrible. Avoid it like the plague. Sure Hands only helps you w/ drops (not including knocked loose)
Soft Hands and Possession Receiver are both good picks for receiver VAs.

The only time id ever recommend Sure hands is in the low level leagues when you have basically no catching yet. But thats for basically one season, then reset and put in something else. Better off just ignoring it all together.

It all depends. Let's look at the VA descriptions side by side:
Soft Hands
This player can catch anything. Each level of Soft Hands gives a +0.5% bonus to the catching attribute.
Sure Hands
When failing a catch pass check, the Sure Hands ability gives this player a second chance to retry the roll. Each level gives a +5% chance to allow the second roll.
Possession Receiver
This player catches short passes with ease. Each level of Possession Receiver gives a +2% bonus to making catches shorter than 8 yards, and a +2% bonus to resisting having the ball knocked loose by a tackle, when playing WR or TE.
First of all, if you don't already have a lot in Catching, then Soft Hands won't help you much since it's a +% bonus to whatever you already have in Catching. If you only have, like, 30 Catching, each point in Soft Hands is only gonna add 0.15 to Catching, so that makes it pretty useless.
If you have a receiving-build HB or FB, Possession Receiver is useless, since it only works if you're playing WR or TE.
Also depends on the types of routes your guy usually runs. If he only does long downfield streaks and never gets targeted up close, then Possession Receiver is useless. But if all he does is short crossing routes and never gets target downfield, then PR makes a lot more sense.
It's a complicated question... really just depends on your particular dot's build, his position, and how he gets used in the offense.

The problem is that it takes a good 40-something levels to get that first VA at 15. At worst, with catching as a 3rd attribute, you're going to be at what, 60?

The battle between Possession WR and Soft Hands is ultimately are you targeted 8 yards or less very often in games? For the most part WR's aren't targeted that close imo unless they are really slow or the OC uses an extensive amount of cross patterns (to which I personally find useless most of the time).
In the grand scheme for most OC's in GLB you are likely going to want Poss WR and Mr. Reliable though.
