ProKop is correct... it all depends on whether you're build a dot for Pee Wee or a dot for Rookie.
If you're building a one-and-done dot for Pee Wee, then it's safe to build the dot anytime up until Day 0.
If you're building a dot for Rookie and want to keep it for a while, you're probably best off building by Day 48, so that you can get 3 boosts in on Day 48 before the season rolls over.
If you build a dot for Rookie after the current season rolls over, between Day -8 and Day 0, you're actually not that bad off though. You'll miss out on those first 3 boosts, which means you'll be 3 boosts behind all the other dots of your age all the way up until your dot hits Plateau, and obviously that's going to affect your dot's ability to make plays. But in the end, once you hit Plateau, you'll still be able to catch up and hit Level 79.
But my recommendation is that Rookie dots should be built before Day 48, and boosted 3 times on Day 48 before the season rolls over. Your dot has 7 full seasons before it hits Plateau, and that's a long time... might as well get the most out of your dot on his way up, right?
