Can someone clue me in on the difference between Pee Wee and Rookie? Thanks.

Pee Wee league you can not boost there for you do not start the season as a level 4. Pee Wee dots are built differently the regular dots.

If you are looking to create dots that are around for the length of their career than yes, choose Rookie but if you are just looking to create one and done dots than go with Pee Wee.

Haha, fair. This is my first team to actually own, so I'm unquestionably a beginner in that regard. I'm an expert dot builder, but perhaps that was all luck.

How does joining a Pee Wee team make a dot one and done? It just seems like less competition.

not necessarily one and done. most people like that extra boost on day 48 so you start the season at level 4. in peewee, you arent allowed to. so after one full season, rookie dots are 19 and peewee are 16. youre 3 lvls behind for your career and it doesnt seem as efficient for dot building.
most people play peewee just for one season and rebuild since teams dont move up in leagues (besides copper, silver and gold which doesnt change anything except for competition).

And one other thing as well. PeeWee is it's own beast and the dots there usually are built a little different because PeeWee teams cannot advance (as ProKop pointed out). Things like spending all your BT's before the season is done... cutting off certain skills earlier so you can get a more rounded build... and other PeeWee tricks of building dots. Reason is Rookie teams' dots usually don't upset their builds just to win a trophy at the lower levels. Sure, they'll do everything else the can to win every season... but the BIG goal is to win at the top... not the bottom. PeeWee teams are as high as they can go so they're very much more about winning now rather than later.
